§ 9.1   Purposes.

   The  purposes  of  this part are to set forth the 911 and E911 service
   requirements and conditions applicable to interconnected Voice over Internet
   Protocol service providers, and to ensure that those providers have access
   to any and all 911 and E911 capabilities they need to comply with those 911
   and E911 service requirements and conditions.
