  § 7.1   Who must comply with these rules?

   The rules in this part apply to:

   (a) Any provider of voicemail or interactive menu service;

   (b) Any manufacturer of telecommunications equipment or customer
   premises equipment which performs a voicemail or interactive menu
   function.
