1. Mr. Henry Mayfield, "I", hereby submit comments to Public Notice, Report No. 2254, Rulemaking No. 9208, released February 5, 1998 in the above captioned-proceeding. In this proceeding, Nickolaus E. Legget and Donald J. Schellhardt, Esq, "Petitioner," proposes the establishment of an affordable microstation radio broadcasting service that will provide additional outlets of broadcast information, services, and entertainment. Each microstation is very low power amplitude modulation (AM) or frequency modulation (FM) radio station that would transmit in the appropriate broadcast band. A microstation would serve an area of one to several square miles, making it ideal for coverage of a single small municipality or even a small neighborhood of a larger municipality.
2. I am an African American engineer, former mathematics professor, and one of three petitioner's to file an Informal Petition to Deny the assignment of Noncommercial Educational Radio Broadcast Station WDCU (FM), Washington, DC from the University of the District of Columbia (UDC) to National Cable Satellite Corporation D/B/A C-SPAN. Accordingly, I have the background and experience to assess this petition.
3. I support the petition to create microstations, however, it is a subset of the one for Low Power FM (LPFM) Broadcast Service (RM 9242). Acccordingly, I propose that the Commission implement very restrictive rules for ownership, control, and assignment of licenses as well as the flexibility for licensees to increase the coverage area by interconnecting with other licensees.
4. In summary, since this petition is a subset of the one for LPFM Broadcast Service (RM 9242), I propose that the Commission combine them. Finally, I propose that the Commission provide very restrictive rules for ownership, control, and assignment of licenses as well as the flexibility for licensees to increase the coverage area by interconnecting with other licensees.
